Re-Energize, Re-Hab, Re-Enforce, Re-Connect, Re-bound….some new and old concepts to describe a development project for people, real estate and the economy in a neighborhood. The Conestoga Project is a comprehensive overall neighborhood development plan designed to attract residents to a rebounding neighborhood, and to increase the Overall stability of existing residents.
Theory of Change Instead of a “homestead program” involving a single hearty and industrious individual or family, we will undertake a “Conestoga program” involving a relatively larger number of persons who together will relocate into the target area. This approach will Automatically give them many good neighbors from whom they may draw mutual support and cooperation. There, in solidarity with existing community residents who have pledged to participate in an energetic self-development program (including evidence-based Best Practices to address behavioral, addiction, and mental health problems), they will form a majority of up to 70% of the neighborhood’s residents.
Initial Outcomes An individualized asset-based development plan will be agreed upon and then implemented by the program participant, his/her family or advocate(s), and service team members brought together by a family case manager. The plan will specify all the needs to be met, the assets to be built upon, and the expected outcomes and timelines. The lead service provider or case manager will be responsible for monitoring progress, adjusting the plan to account for delays, obstructions or obstacles, and phasing out intensive services in favor of less-costly maintenance services until the participant has shown a demonstrated period of stability. Usually this will be a minimum of 6 months; more Often a year or even two years to allow time to achieve the desired result. The habits of a lifetime cannot be changed overnight, but they can be changed over a period, even allowing for relapses, obstructions or obstacles.
Long Term Outcomes The reward in the end, for the city, is to increase the financial stability of individuals who are living in a vibrant neighborhood. Based on an analysis of other best practice models, property values and tax revenues will Increase. Costs for law enforcement and social services will decrease. When completed a neighborhood resident will have a good job, a comfortable home, increased personal respect both within the home and without, and positive relationships with friendly and caring neighbors.
